Developed as the foundational core of the state's Smart Government Project, K-SMART is a unified cloud-native digital application that digitizes service deliveries across all localized government secretariats. It provides a fast, fully transparent online mechanism for the public to draft, upload, track, and resolve structural files, applications, and direct civic grievances.

WOMEN & CHILD PROTECTION

2. Panchayat Jagratha Samiti

Operating straight within the Grama Panchayat geography under directives from the Kerala State Women's Commission, this structural vigilance body acts to proactively suppress domestic atrocities, prevent violations against women and children, and shield basic civil rights.

📋 Statutory Committee Composition: • Chairperson: Gram Panchayat President
• Convenor: ICDS (Integrated Child Development Services) Supervisor
• Standing Council: Welfare Standing Committee Chairperson
• Sector Nominees: Elected Women Ward Members, Local Police Inspector/SI, Appointed Legal Expert (Advocate), and an SC/ST Community Representative.
🎯 Primary Operational Mandates:Gender Safeguards: Prevent domestic violence, systemic dowry harassment, and structural workplace discrimination.

*Note: Unresolved disputes scale automatically to the District Vigilance Committee or the State Women's Commission. Total privacy is legally guaranteed.

3. Ombudsman for Local Self-Government Institutions

The Ombudsman stands as a high-tier independent statutory authority established to review public allegations targeting local self-government institutions (Gram, Block, and District Panchayats, Municipalities, and Corporations). This body curbs bureaucratic corruption, checks abuse of power, and enforces systemic legal accountability.

📝 Filing Procedure File using standardized Form 'A' containing a ₹10 court fee stamp. Submit copies corresponding to the number of opposing parties plus two, either in person or via registered post. Litigants may present testimony directly on plain white paper without requiring external lawyers.
📍 Institutional Sitting Hubs Official localized tribunal sittings and hearings take place regularly at the state headquarters in Thiruvananthapuram, as well as district headquarters in Ernakulam, Thrissur, Palakkad, Kozhikode, and Kannur.

JUDICIAL APPELLATE

4. Tribunal for Local Self-Government Institutions

Manned by a specialized judicial officer holding the administrative rank of a District Judge, this formal court reviews, decodes, and passes binding judgments on complex appellate filings and legal revisions contesting local council determinations.

⏱️ Statutory Timelines & Fee Protocols: Appeals utilizing Form C must be executed within 30 days of the issued order (condonable extensions up to an additional month are subject to permission). For cases left undecided by local offices, filings can be registered within 90 days. Petitions must carry a flat fee of ₹50 alongside a ₹100 Legal Benefit Fund stamp.

APEX STATE NETWORK

5. Chief Minister’s Public Grievance Redressal System

Serving as an accelerated apex channel, this statewide digital portal allows citizens to route severe administrative complaints straight to executive ministries. The system instantly categorizes and down-links cases to designated charge officers in local field desks, allowing citizens to check resolution statuses and read dashboard metric telemetry in real time.
